Treasury Board will enter arbitration

Treasury Board has agreed to enter into binding arbitration to end a controversial strike by Canada’s foreign service officers, but not without conditions.After nearly two months of picketing outside government offices around the world, the Professional Association of Foreign Service Officers (PAFSO) requested the government enter into third-party binding arbitration last week. The union’s offer was set to expire Tuesday at noon. 

In a statement Tuesday, moments before noon, Treasury Board President Tony Clement said the government is willing to enter into arbitration, “under certain conditions.” However, those conditions will not be made public as they are subject to negotiation confidence, he said. “We will continue to bargain in good faith and we appreciate the bargaining agent’s efforts at finding a resolution to the strike,” said Clement. “Our goal is to have diplomatic, consular and other services to Canadians fully restored as quickly as possible.” 

Clement’s Press Secretary Matthew Conway said there is no deadline for the arbitration process.In a statement Tuesday afternoon, PAFSO said it is reviewing Treasury Board’s conditions and follow up directly with the department.“PAFSO will need to assure itself that any arbitration mechanism allows for a full and fair hearing of arguments on both sides – an objective we are sure the Government shares,” said the union in an email. 

The union said that until an agreement to begin arbitration is reached, there will be no change in PAFSO’s job actions, including rotating strikes and picketing. Lego Marvel Super Heroes

Wolverine has powerful melee attacks, but can also slash broken bricks to reveal new areas and his animal senses detect enemies as well as helpful stuff like hidden climbing walls. Interestingly, he can't be destroyed, so as he's injured, he's gradually reduced to an adamantium skeleton that has to slowly regenerate. 

"One of the problems we had from a design perspective is that all of the characters are really powerful," says game director, Arthur Parsons. "We've had to ensure that while they retain all of their abilities, they're not overpowered." 

The Asgard level is built around a series of confrontations with Loki C who, like the Joker and Two-Face in Lego Batman 2, just keeps getting away. At one point he fills the screen with holograms of himself to confuse Thor and his team, and at the end he uses his staff to gain control over the Destroyer, an enchanted armour monster created by Odin to battle a hostile alien race. The only way the heroes can defeat him is by using Captain America's shield to deflect the monster's heat attacks at Loki. 

The game is structured similarly to Lego Batman 2. Missions are distributed from a single base location C this time the SHIELD heli-carrier, floating above Manhattan. However, almost from the start, players are able to leap down and explore the city, which provides a vast open world, filled with secrets and mini-quests. Apparently, these free-play tasks are all narrated by DeadPool who delights in breaking the fourth wall and talking directly to the gamer, usually mocking them in the process.

Taking Refuge

In September of 2012, wooden cable frames at a potash mine in Rocanville, Saskatchewan, caught fire, trapping 20 workers underground. From inside the mine, the workers were able to communicate with the outside world and stay safe, despite being trapped in smoky conditions for a day. No one was injured.

Underground mines also contain large, mobile equipment, some of which can pose electrical hazards. Last year, we had some equipment fires underground, Gryska recalls. The fires were caused by massive rubber tires or by diesel fuel, and could have threatened the safety of every worker, he says.

Coal mines in particular pose additional risks, since they feature what Crocker calls an explosive, burnable atmosphere. Michael Nelson, chair of the Department of Mining Engineering at the University of Utah in Salt Lake City, explains that if minerals are exposed to air, coal can release methane or hydrogen sulphide. This can be toxic to workers and even lead to explosions. At uranium mines, Nelson adds, miners can be exposed to radioactive particles in the air.

Despite all these risks, Nelson says mine safety is better managed compared to many other industries. The rate of serious injuries and fatalities in mining accidents has declined in many provinces. According to the Ontario Mining Association, the mining sector in the province has improved its lost-time injury rate by 91 per cent over the last 20 years.

Some of these risks have been mitigated by relatively new technologies that can help prevent disasters. Consider that carbon dioxide, carbon monoxide and nitrogen in the air quickly trigger alarms. Today, nearly all mines are equipped with sophisticated phone and radio systems to keep workers both inside and outside the mine in contact with one another.

Employees going into dangerous areas might also wear tracking devices, which can facilitate a quick rescue effort in the event of a rock fall. Other mines, including the Mosaic potash mine in Esterhazy, now include a card-tracking system which requires workers to swipe in every time they go underground, documenting their name on a computer for dispatchers off site.

In other cases, mining equipment has been automated or remote-controlled to reduce the number of workers entering perilous areas.

In some mines, a new device has been employed which can even determine whether or not an equipment operator is falling asleep by measuring their eye direction and blinking rates, reports Al Hoffman, chief inspector of mines for British Columbia. If an operator is deemed to be sufficiently tired, an alarm may sound to alert the worker and the pit control operator of his or her condition.

Despite these advancements, mining disasters can and do continue to happen across the country, and when they do, every site has a plan. Mine safety regulations vary slightly from province to province, but their procedures are fairly consistent.

When employees spot problems, they are instructed to first protect themselves. If the issue is minor, they might fix it themselves, whether that means putting out a small rag fire or turning off a vehicle with an electrical problem. But if the issue cannot be addressed or contained by workers in the immediate area, Crocker says their job is to retreat to a place of safety and start the emergency warning system.

To alert workers to emergencies, these systems take several forms, including flashing lights, phones, horns and sirens. Sometimes, workers are informed of emergencies by ethyl mercaptan injected into a mine, giving off a rotten egg smell. It is distinctive, you cant miss it, Crocker says with a laugh. The goal is to ensure that all workers, regardless of whether or not they are using loud equipment or working in low-light, get the message.

Once workers are alerted to an emergency be that a fire, ground collapse or a gas leak their responses will vary depending on the type of emergency and the type of mine. In coal mines, Crocker says workers are evacuated immediately since there is a risk of explosion. If they must stay in a safe area within the mine, it must be one without electricity.

In most other underground mines, employees are typically directed to their nearest refuge stations self-contained units where they can go to stay safe until they can be retrieved by a mine rescue team. These units usually contain air masks, breathable air, first aid equipment, potable water and any other equipment workers may need to survive for days. Some even contain toilets, food and entertainment, such as playing cards or board games.

Androids risen so fast in part because Google gives away the software to device makers and developers. Google is counting on making money from ads and other services on Android phones and tablets. The software is also open-source: Anyone can tinker with the code and use it in any gadget they want. The NASA engineers fine-tuned the operating system to require less power, letting their tiny satellites run for days on a handful of batteries. Google isnt the only tech company to introduce its own minimalist, Linux-based operating system. Years ago, Intel developed a version of Linux for mobile called Moblin, while Nokia built another version called Maemo. Palms WebOS also had Linux at its core. As usually happens with operating systems, such as Microsoft Windows on PCs in the 1990s, tech companies coalesced around one product. For just about everything that isnt a server or a PC, the winner is Android. 

Jim Zemlin, executive director of the nonprofit Linux Foundation, says Android has conquered the device market from the bottom up. The operating system ran on 75 percent of the smartphones162 million unitsshipped during the first quarter of this year, according to the research firm IDC.We have become one of the worlds most recognised siliconebracelet brands. While iPhones and iPads come in very few versions and only from Apple, Android-powered mobile hardware of all shapes and sizes and brands has flooded the marketplace. The companies that build components have had to scramble to make sure everything they make functions well with all those gadgets. Every screen variant, mobile chip, and sensor known to man has been tuned to work with Android, Zemlin says. Theres this network effect, so that now anyone who wants to make a custom product can take Android and morph it into anything. 

Zemlin points to SAIC Motor, a Chinese car company, as a case study. With a team of about six software developers, SAIC developed an Android infotainment system for its cars. I ran into them at this trade show where they were placed next to all these other carmakers with massive software teams, Zemlin says. They said, We just have six dudes and Android.? 

Philip DesAutels, the vice president for technology at Xively, a just-launched cloud computing service that simplifies the work needed to get a device to transmit data, has studied the Internet of things for years. He says there are five times as many downloads of Xivelys Android-specific software as there are of its software made for Apples iOS. His favorite product: an Android-based agricultural irrigation system where a network of tiny, waterproof computers in the field regulates water valves. With Android, you get something that is power-efficient, its easy for developers to do the user interface and touch controls, and its easy to get data in and out, DesAutels says. Theres just a bigger community behind it than with anything else. 

Androids rise is bad for Microsoft, which has been releasing a no-frills operating system of its own since 1996. Andy Rubin, Googles longtime Android chief, can claim much of the credit for the softwares success. On his own dime, he set up an incubator in Los Altos, Calif., where he let friends work on projects. Rubin told one group that Google had received tons of interest around Android from the car industry but didnt plan on pursuing deals. Soon enough, four guys founded the startup CloudCar, which is building an infotainment system for cars that should go on sale this year.

Smuggling Answers Medicine Shortage in Syria

As the war rages in Syria, an army of volunteers is working tirelessly, risking their lives trying to smuggle medical equipment to stranded residents and rebels seeking to oust Syrian president Bashar Al-Assad. Syrians who fled the fighting in their homeland are joining hands with aid organizations to provide medicines badly needed to treat injured and chronically ill patients.

Activists from Dera’a, the cradle of the revolt against Assad, say the siege imposed on the southern Syrian city has resulted in an almost complete lack of medical supplies, putting the lives of many at risk.

In the border town of Ramtha, where thousands of refugees have gathered, Abu Ahmad Hariri, a barrel-chested man in his mid-40′s who was a member of the Free Syrian Army (FSA) fighting the rebels, has become a self-declared pharmacist, despite having no training or experience. He has learned to re-package medicines before personally sending them to his brothers in Dera’a who handle the distribution into nearby towns. He said he fled to Jordan a month ago with the express purpose of bringing medicine to stranded rebels and residents.

“I noticed that people are not only dying from direct bombing and shooting, but from complications due to the lack of medical supplies” he told The Media Line as he packaged some medicine to send to town activists in Dael, where the Syrian army has stepped up its shelling to punish residents for aiding the rebels. “My mission is purely humanitarian.”

Hariri said many medicines sold to rebels inside Syria are either expired or have gone bad due to improper storage.

“The first thing I check is the expiration date,” he said. “Then I check the quality of the medicines before packaging them in boxes with names and numbers to fit as much in as possible,” he said, noting that most of his supplies come from donations by Syrian and Jordanian aid groups as well as the Red Crescent. Hariri smuggles the medicine once or twice a week, depending on the security situation along the border.

Lately, Syrian forces have been trying to maintain tight control over the border and have increased their presence in key areas in order to stop infiltrators, thus making smuggling very difficult. Hariri says he has also been trying to get medicine to the refugee camps located on the Jordanian side of the border. But his efforts have been thwarted by Jordanian authorities, keen to prevent access to the camp by anyone not working for an international aid organization after discovering a 21-member cell that allegedly was trying to stir-up unrest in the camp and target some activists.
