Secretary nominee for Lands, Housing and Urban Development, Charity
Ngilu, must contend with thorough vetting by a parliamentary team
following past allegations of graft in the Ministry of Water, where she
served as Minister.
Her
nomination would no doubt revive allegations of graft at the ministry
when she was at the helm. In September 2011, the Office of the Director
of Public Prosecutions recommended Ngilu and eight officers be
investigated over an alleged multi-million shilling procurement scandal.

requested for further investigations.
KACC
also accused Ngilu of breach of trust and conspiracy to defraud the
Government after she launched Ndovoini borehole, which allegedly ran dry
soon after it was commissioned. But to disapprove this line, Ngilu
later visited the water point to demonstrate it was working.
According
to KACC officials, the offence was allegedly committed between January
22 and September 7, 2010. The associates also faced the accusation of
conspiring to defraud the public of Sh2.9 million by planning and
participating in the commissioning of the Ndovoini borehole when the
works were not complete.
KACC
started investigations into the scandal in January 2011 following
allegations there had been contract variations and payments of up to
Sh26 million made to a contractor by the Tanathi Water Services Board.
According to findings of the project, a completion report was never
prepared or presented to the ministrys Permanent Secretary as required.
It
is the reason that the commission had recommended that Ngilu face an
alternative count; that as a public servant, she committed a breach of
trust by commissioning the borehole when the works were not complete.
The matter became a subject of probe by the Parliamentary Committee on
Lands and Natural Resources but the committee could not find any
evidence.
After
a five-month probe, the committee wrote in its report: There is no
evidence the minister for Water and Irrigation is linked to contractors,
consultants and dam experts or whether she used her office to influence
their award of contracts for construction of dams.
But
Kitui County residents have welcomed the nomination of Narc leader
Charity Ngilu and thanked President Uhuru Kenyatta and his Deputy
William Ruto for giving her the Lands, Housing and Urban Development
docket.

Apart
from dealing with the waste dumped at the landfills, BBMP had taken up
re-tendering process in 36 packages for door-to-door garbage collection.
The process was approved in March. This includes re-tendering in wards
which were earlier bagged by BVG India Ltd. The old garbage contractors
are working in at least in 70 wards. They have lost interest and heaps
of garbage are lying on roadside, the official said.
Meanwhile,
every day, around 350 garbage trucks are heading to Mandur landfill.
There is not enough space at the landfill and another pit has been dug
near there. The trucks are dumping waste in the new pit,The term 'earcap control'
